Here are the 5 sites I looked at:

This site has clean and simple designs for my taste. These perhaps are more suitable for business oriented web sites and not so much for artists, yet they are quite elegant. I indeed liked the designs on their"favorite" page.
2: http://www.opendesigns.org/view-designs/
This site has pretty cool designs and compared to the previous site, the designs on this page seem to have a lot more colors and each page has a color theme that is limited to a few selected colors.
3: http://www.studio7designs.com/open_source_templates.cfm
This site is focused on nature and "green" designs. I thought this site had nice designs for kids to make their first web page because of the 'cartoon like' colors their templates use. This site specifically write on the main page: "ree website templates for free use for non profit and individual users. We released the templates under the Creative Commons 2.5 licence." So there was no confusion here: )

I liked that this site had a separate CSS templates page which I could use for my own designs, though the designs there weren't a big eye catcher. It was helpful to read on top of their designs that " 100% W3C validated". I saw a few cool pages under the Templates tab though it's too bad that you have to download it first to see a larger image of the design.

This site I liked the most because of it's many free templates but also the sub- categories to choose from on the left of the page.
Common Copyrights: I checked the legal link on all those pages and all specified that the free templates may be downloaded and used free... If they are online for users to download free then I assume that they are all covered by the common copyrights.
